No. The Golden Visa does not require Greek language proficiency. A Greek language test and civic test apply only later, if the holder elects to apply for Greek citizenship after seven years of residency.
Holders of a Greek residency permit are not automatically tax residents in Greece. Tax residency is triggered separately, typically by physical presence. Greece operates a non-domicile programme with a flat tax option for qualifying foreign residents, and rental income from Greek real estate is taxed on a progressive scale starting at 15%.
